Faststream Recruitment is partnering with the New York City Department of Transportation (NYC DOT) to appoint a Chief Operations Officer / Deputy Commissioner of Ferries for the Staten Island Ferry. This executive role leads a 24/7 passenger ferry operation carrying more than 17 million passengers annually, with responsibility for vessel operations, engineering, maintenance, facilities, safety, security, administration, customer service, and a workforce of around 600 employees. The role includes oversight of 10 vessels, two ferry terminals, a substantial operating budget, and a long-term capital plan. The successful candidate will provide leadership across operational incidents, emergency response, regulatory relationships, union engagement, and future fleet and infrastructure development. Experience in passenger ferry operations or other complex maritime operations is highly advantageous, along with strong leadership, safety management, and technical understanding of vessels. A USCG Merchant Mariner Credential as Master (Unlimited Tonnage) or Chief Engineer (Unlimited Propulsion Power) is strongly preferred. New York City residency is generally required within 90 days of appointment, subject to applicable exemptions, and the successful candidate must obtain and maintain a TWIC.
