About the role

HSE Manager – Offshore Wind – Japan. TGRC is supporting a major offshore wind project in Japan and is seeking an experienced HSE Manager to join on a contract basis. The role involves leading health, safety and environmental management across offshore wind construction and installation activities, working with project leadership, contractors, subcontractors, marine teams, site personnel and client representatives to ensure safe delivery in line with project standards. Key responsibilities include implementing and maintaining HSE plans, procedures, risk assessments and safe systems of work; monitoring contractor compliance; conducting inspections, audits and safety observations; supporting permit-to-work processes and briefings; reviewing RAMS, lifting plans, method statements and emergency response plans; investigating incidents and near misses; producing HSE reports and performance updates; and promoting a proactive safety culture across all project personnel and vessel teams. Requirements include proven HSE experience in offshore wind, renewables, marine construction, oil and gas, power generation or major infrastructure projects, knowledge of offshore construction, marine operations, lifting activities, permit-to-work systems and contractor management, and strong communication and stakeholder management skills. Experience in Japan or the wider APAC offshore wind market would be advantageous, and relevant HSE qualifications such as NEBOSH, IOSH, ISO 45001, offshore safety or equivalent certifications would be beneficial.
